Before the council meeting, the leaders of Kazakhstan and Kyrgyzstan exchanged diplomatic pleasantries, recalling their shared historical roots and the legacy of their ancestors, Orda.kz reports.

President Toqayev praised President Japarov’s leadership and noted the economic growth of Kyrgyzstan.

Key points of the seventh meeting included:

  • Kyrgyzstan is one of Kazakhstan’s main strategic partners in the region. Bilateral trade has reached about two billion dollars, with further potential for growth
  • After signing the agreement on deepening and expanding allied relations in 2024, the two countries will adopt a comprehensive cooperation plan
  • Japarov emphasized the long-standing friendship between the peoples of Kazakhstan and Kyrgyzstan, their common roots, fraternal ties, and the need to resolve all issues on that basis
The Kyrgyz and Kazakhs are twin nations. Abay said: ‘Not a single Kazakh will doubt the common origin of the Kyrgyz and Kazakhs, the Kyrgyz president stated.

The leaders also discussed cooperation in a wide range of areas — from trade and the economy to culture and humanitarian initiatives.

Kazakhstan’s Minister of Science, Sayasat Nurbek, announced the opening of a branch of the Lev Gumilyov Eurasian National University at Osh State University.

He was supported by Kyrgyzstan’s Minister of Science and Higher Education, Baktiyar Orozov.

Members of both countries’ official delegations signed a roadmap to increase mutual trade turnover to three billion dollars by 2030.

Border Potential, Water, and Awards

Kazakhstan and Kyrgyzstan plan to launch an industrial trade and logistics hub on the two nations' border, as well as modernize eight checkpoints.

Later, Toqayev awarded the President of Kyrgyzstan the Altyn Qyran Order. He described Sadyr Japarov as an experienced politician leading the Kyrgyz people toward progress:

Our allied ties are growing stronger. You make an invaluable contribution to this. In today’s turbulent times, the unification of efforts is especially important,
said Toqayev.

At a joint briefing, the two presidents emphasized their readiness to strengthen trade and economic relations and to continue cooperation on the international stage. The countries plan to launch joint enterprises within the next two years.

Borders were also discussed.

Special attention was given to increasing the throughput capacity of the Kazakh-Kyrgyz border, as well as cargo transportation. Work is already underway to modernize eight border checkpoints. The governments of both countries have been instructed to keep this issue under strict oversight,
 the Kazakh president noted.

Toqayev also touched on the issue of water resources:

The effective use of transboundary water resources is becoming a key factor for stability and sustainable development in the region. We are ready to strictly honor all agreements and make efforts to implement joint projects of strategic importance,
 he added.

Kazakhstan also confirmed its support for Kyrgyzstan’s candidacy for a non-permanent seat on the UN Security Council for 2027–2028.

Honoring A Legacy

The Kazakh leader also visited the Secondary School-Gymnasium No. 33, which bears the name of his father, Kemel Toqayev, a writer and WWII war veteran.

We previously wrote on May 13 about the opening of this school under its new name. The initiative to rename the gymnasium in honor of Kemel Toqayev came from the Kyrgyz president, Sadyr Japarov.

During World War II, Kemel Toqayev studied at the Frunze Infantry School, located in the same building that now houses School No. 33. It was from this military school that Toqayev’s father went to the front.
