Chinese Company to Invest $1.5 Billion in Deep Grain Processing Plant in Aqmola Region

The Chinese corporation Hopefull Grain & Oil Group will invest $1.5 billion in the construction of a deep grain processing plant in Kazakhstan’s Aqmola region, Orda.kz reports.
The project is expected to become the largest in Kazakhstan’s agro-industrial sector, transforming ordinary grain into high-value-added products such as citric acid and bioethanol.
According to the Ministry of Agriculture, Vice Minister Yermek Kenzhekhanuly met with representatives of Hopefull Grain & Oil Group to discuss the details of the large-scale investment initiative.
Following the talks, the parties agreed to proceed with the construction of the deep grain processing plant, which will be implemented in two stages:
- Stage one — construction of a thermal power plant operating on renewable energy sources
- Stage two — launch of the processing facility, which will produce citric acid, glucose-fructose syrups, bioethanol, protein, and feed concentrates
The Chinese investor is also considering the creation of an industrial park equipped with full engineering, energy, and transport infrastructure.
Negotiations on the project took place over several years, from 2024 to 2025. Yao Yao, head of the company’s Kazakhstan office, said the initiative is intended as a long-term partnership in grain processing and the development of green technologies.
