Chaos and Delays at the Border: Kazakhstan Wants to Bring Queues Under Control With New Rules

Kazakhstan is planning to overhaul the waiting system at border checkpoints. The Ministry of Transport said it is considering a draft introducing uniform requirements for service areas near checkpoints, Orda.kz reports.

The draft order was published on the Open NPAs portal.

The document sets out what such areas should look like, from traffic layout to technical equipment. Traffic flows are to be divided into stages — entry, identification, waiting, service and exit — in an effort to reduce chaos and speed up border crossings.

The zones are to consist of three blocks: parking, commercial and administrative. Under the new rules, parking areas must accommodate at least 200 trucks, with separate spaces for cargo and passenger transport. An electronic queue system with registration through terminals and mobile apps is also to be introduced.

The draft places special emphasis on digitalization. The areas are to be equipped with number-plate recognition systems, automatic entry and exit control, and integration with state databases. Video surveillance, communications and internet access will also be mandatory.

The new requirements will apply both to newly built waiting areas and to existing ones undergoing modernization, the document says.
