Case Against Ex-Finpol Official Ulan Madiyev Assigned to Aizhan Kulbayeva

The criminal case involving Ulan Madiyev, the former head of a special department within Kazakhstan’s Agency for Combating Economic and Corruption Crime (previously known as the financial police), has been assigned to Aizhan Kulbayeva, Chairperson of the Astana Specialized Inter-District Criminal Court, Orda.kz reports.
Madiyev was named in connection with torture allegations in detention cells by several convicted former members of the financial police.
These claims were detailed in an interview with Orda.kz by Major Daniyar Abdiyev, former head of the department at ABECC and one of the defendants in the case surrounding the so-called "black general" Amanbayev’s organized crime group.
Abdiyev was sentenced to five years in 2017.
Abdiyev alleged that Madiyev forced suspects to confess to crimes. Additionally, Lieutenant Colonel Irlan Abdrakhmanov, known by the call sign "Shaman," also referenced Madiyev’s role in “Khorgos Case No. 1.”
Abdrakhmanov was sentenced in April 2014 to 17 years in prison—the longest sentence among the defendants.
According to Abdrakhmanov, Madiyev “coerced testimony” from other suspects implicating both him and Talgat Zhakayev, the former head of the National Security Committee’s fifth department, in the Khorgos case.
According to the online “Court Office,” several other individuals are listed as defendants alongside Madiyev: Bekbolat Meirambekov, Talgat Abdrakhmanov, and Kasym Abubikirov.
The case will be overseen by Judge Aizhan Kulbayeva, who is known for presiding over high-profile trials, including the sentencing of former Minister of National Economy Kuandyk Bishimbayev to 24 years in prison for killing Saltanat Nukenova.
The trial is closed to the public, and the charges have not been disclosed. It is not possible to review court documents or confirm the specific articles under which Madiyev and others are being prosecuted.
The case materials were received by the court on April 18, with the trial scheduled to begin on April 28.
