Businessman Vagif Suleymanov, purportedly known in criminal circles, has been detained in Moscow, Orda.kz reports, citing Novaya Gazeta.
Suleymanov is said to be an ethnic Azerbaijani.
Footage published by the Telegram channel VChK-OGPU shows Suleymanov on the ground during the arrest.
Security officers can be heard asking whether he is a criminal authority or "thief-in-law," to which he refused to respond. The specific reason for his detention has not been disclosed.
According to the Telegram channel 112, Suleymanov is expected to spend three months in a special detention facility before being deported to Azerbaijan. However, Minval.az reports that Suleymanov is stateless, and that Russian law enforcement may lack a legal basis for deportation, as he was born in Tbilisi and is not a native of Azerbaijan.
Suleymanov's interests, according to media reports, have included Moscow’s largest wholesale food hub, Food City, located on Kaluzhskoe Highway and reportedly controlled by businessman God Nisanov.
This development has come amid growing tensions between Baku and Moscow. Whether these events are connected remains unclear.
