Businessman from Dossor Speaks Out About Pressure from Local Officials

Entrepreneur Nasipkali Dauletbayev, from the village of Dossor in the Atyrau region, said that the local Akim and deputy forced him to give up the tender he had won. The project involved watering trees, but most of the budgeted money was allegedly taken by the officials, Orda.kz reports.
According to Dauletbayev, in 2024, he won a state tender worth nine million tenge. The job included regular tree watering and pest control. But soon after his win, he received a call and was summoned to the Akimat.
I was called by the Akim of Dossor, Aslan Kosmagambetov. District maslikhat deputy Adilbek Idiyatov was also there. The Akim told me I might not be able to handle the work, that the trees could suffer. He suggested: ‘Keep a million for yourself, give us the other eight million, and we’ll take care of it. That way you won’t have problems with the people,' Dauletbayev said.
Dauletbayev says he tried to reach a compromise — offering to sign an official contract and be registered as a contractor — but was refused. As a result, the tender formally remained in his name, while the Akim and the deputy did the work.
They collected their money every month — a million or two. But the work had many shortcomings. They threatened me, said all sorts of things. I had to stay quiet. In the end, I lost my tender, he noted.


Later, the entrepreneur contacted local activist Rustem Bayaziyev, and together they published an audio recording of his conversation with the Akim. The story quickly gained public attention.
Now, the actions of Dossor’s Akim, Aslan Kosmagambetov, are being investigated by the Department of Civil Service Affairs of the Atyrau region.
For a comprehensive and objective review, requests have been sent to the Prosecutor’s Office and Police Department of the Atyrau region, as well as the Akim’s Office and Police Department of the Maqat district, the regional department reported.
On July 24, the Atyrau regional branch of the National Security Committee joined the case, launching a pre-trial investigation under Part 1 of Article 361 of Kazakhstan’s Criminal Code — abuse of office.
Dauletbayev himself confirmed that he has already been summoned by the police.
I was questioned as a victim, he said.
Meanwhile, the fate of the deputy is now being considered by the regional branch of the AMANAT party.
Dossor is a village in the Maqat district of the Atyrau region, known as one of Kazakhstan’s oldest oil centers. It was here in 1911 that industrial oil production began, making the village a landmark in the history of the Kazakh oil industry.
Today, Dossor is home to about 10,000 people. Its economy is based mainly on oil production, infrastructure maintenance, and small businesses. Despite its historic importance, the village struggles with aging infrastructure and a lack of investment in social development.
