Bishkek Authorities Order Cafes and Entertainment Venues to Close by 10 PM

Cafes, restaurants, bars, clubs, and banquet halls in Bishkek have been instructed to stop hosting events and close no later than 10:00 PM, Orda.kz reports, citing a notice issued by the city administration.
The message, sent to business owners, states:
Managers of catering establishments and cultural or entertainment venues (including cafes, restaurants, bars, clubs, banquet halls, and similar facilities) must ensure that all ceremonial, cultural, and entertainment events end, and that the establishments close by 10:00 PM.
The order also requires all energy-intensive appliances — such as stoves, ovens, and heaters — to be switched off. Loud music, bright lighting, and other activities that may disturb residents at night are prohibited.
An exception applies to venues located far from residential areas, which may use electric generators, but still must comply with Kyrgyzstan’s “Law on Silence.” District administrations will conduct inspections to ensure compliance.
The tightened rules follow recent criticism from State Committee for National Security head Kamchybek Tashiev, who said many establishments were disregarding noise regulations and warned that venues operating after 10:00 P.M. could be disconnected from the power grid, Kaktus.media reported.
Kyrgyzstan’s law on silence, in force since December 2024, does not ban nighttime events outright but prohibits loud music after 10:00 PM.
