Beineu Akim Fined for Land Deal Involving His Mother

In Mangystau Region, Beineu village Akim Nurzhan Kenbayev was found to have violated anti-corruption laws by transferring a land plot to his mother without disclosing a conflict of interest, Orda.kz reports.
According to court documents, Kenbayev signed a decision in the summer of 2024 to re-register a land plot for private housing construction in the name of Svetlana Dilmanova — who, as later revealed through monitoring, is his mother. He subsequently clarified the land boundaries and again signed the decision in her favor.
At no point did Kenbayev report his personal interest to superiors, as required under Kazakhstan’s Law on Combating Corruption.
The Beineu District Court ruled that this omission constituted a direct violation of conflict-of-interest regulations.
The evidence includes Kenbayev’s written statement, an administrative offense report, a memo from a prevention officer, and supporting documentation,
the court ruling states.
Kenbayev admitted guilt in court, calling it a mistake and citing financial hardship in his family. The court fined him 393,200 tenge.
Despite the violation, Kenbayev remains in his post as akim of the village.
