Bagdat Musin Explains Why KazLLM Is Not «Kazakhstan’s ChatGPT»

The chairman of the Kazakhtelecom board said it is incorrect to compare KazLLM and ChatGPT. He called for support for the Ministry of Artificial Intelligence in strengthening the country’s AI sovereignty, Orda.kz reports
Bagdat Musin emphasised that KazLLM is not intended to compete with a particular AI tool, but rather to provide the infrastructure to enable domestic production, reduce dependence, ensure data control, advance science and strengthen technological sovereignty.
«One foundational model can power dozens or hundreds of applications. And one application can connect to several models via an API, like a device connected to different power sources,»he wrote
To illustrate this, he drew an analogy with the power sector, highlighting the difference between infrastructure and end-user services.
«A foundational language model (LLM) is like a power plant. It generates ’intellectual energy’. Products like ChatGPT, meanwhile, are like household appliances: TVs, kettles and refrigerators, for example. These appliances can be very convenient, attractive and functional. But without electricity, they don’t work.»he added
Bagdat Musin also criticized those who take phrases out of context, urging people to rely on the expert opinion and the Ministry of AI and its official data.
Earlier, we noted that the Kazakhstani AI tool Oylan still makes simple mistakes and gets confused about timelines. The Kazakhstani AI tool claims that ’The Path of Abai’ was written by Abai and that Biden is still the U.S. president. It seems that the developers have not updated the tool’s data since its presentation in 2024.
