Dmitry Yadrov, head of Russia's Federal Air Transport Agency, said that on December 25, a "Carpet" operation, i.e. closing airspace, was introduced at the Grozny Airport.
This was done due to attacks by Ukrainian drones, requiring the withdrawal of all aircraft from airspace.
Yadrov claims that landing attempts were complicated by thick fog at an altitude of 500 meters.
The plane could not land twice:
The captain was offered other airports, but he decided to go to Aqtau, Yadrov said.
Russia has expressed its readiness to provide comprehensive support to Kazakhstan and Azerbaijan in the investigation, the Federal Air Transport Agency head added.
Meanwhile, Kremlin spokesperson Dmitry Peskov said that the Kremlin would not comment on the plane crash before the investigation is completed.
An Azerbaijani deputy also demanded Russia apologize for its air defense firing at the plane; Peskov responded in the same way, stating the Kremlin would await the investigation results before commenting.
