Authorities Tighten Rules for Submitting Petitions

At a Majilis session, deputy Magerram Magerramov presented amendments to the law clarifying the rules for submitting petitions, Orda.kz reports.
The amendments, which raise the requirements for petitions, were introduced into the Administrative Procedural and Processual Code.
To prevent abuses that could destabilize society, the list of issues that cannot be the subject of a petition is being clarified and expanded. This strengthens legal safeguards and prevents destructive use of the petition platform, Magerram Magerramov explained in his report.
Among the prohibited topics are matters of public morality, protection of individuals’ reputations, amnesty and pardons, as well as the promotion of war, violence, extremism, separatism, and drugs.
The draft law has already been sent to the Senate for final review.
The E-petition website in Kazakhstan was officially launched a year and a half ago. On the very first day, the platform experienced failures because citizens flooded it with submissions.
If a petition gathers 50,000 signatures, it must be forwarded to the intended recipient. Refusal to accept the petition is prohibited.
