Atyrau Residents Raise Concerns Over State Program Buildings' Quality

Residents of the Talgyaran microdistrict in Atyrau are raising concerns after buildings built just five years ago under a state housing programbegan to crack and deteriorate, Orda.kz reports.
The homes were constructed in 2018 under the Nurly Jer program by BatysAlyansStroy, a company previously co-founded by current Majilis member Adil Zhubanov.
Residents have shown large cracks running along facades and interior walls. In several homes, damage has reached the foundations.
We took out mortgages expecting a decent place to live. Now the walls are separating, the foundation is falling apart. Repairs aren’t helping. It’s frightening to live here — we worry about our children,residents told reporters.
Many believe the deterioration stems from construction violations or poor-quality materials.

According to the Atyrau akimat, 60 residential buildings were built in the district in 2018.
The warranty period expired in 2020. The contractor carried out crack sealing in 2023. Following new complaints, another inspection has been launched. The construction company will conduct a technical survey and soil analysis at its own expense, officials stated.
Authorities say that once the assessment is completed, they will take measures against the developer if necessary.
Meanwhile, residents are demanding an independent evaluation — or resettlement if the cottages are deemed unsafe.
