Asset Recovery: Oligarchs’ Seized Funds to Build Outpatient Clinics in Jambyl Region

Funds recovered from illegally obtained assets are being used to build new medical facilities in Kazakhstan’s Jambyl region, as part of a national initiative to improve rural healthcare, Orda.kz reports.

Two outpatient clinics are currently under construction in the Kordai and Talas districts, financed by 319.5 million tenge allocated from the Special State Fund. These funds come from assets previously withdrawn from the country and later returned through asset recovery efforts.

According to the government, the clinics are part of the "Modernization of Rural Health Care" national project. The Jambyl region alone plans to open 30 new medical facilities—28 have already been completed, and the remaining two are scheduled to open by year-end.

Nationwide, the government aims to build 655 primary healthcare institutions, including outpatient clinics, paramedic-midwifery stations (FAPs), and upgraded rural hospitals. To date, 467 sites have been completed, funded by both the republican budget and the special fund created for asset recovery.
