Asset Irgaliyev Returns to Lead Kazakhstan’s Reform Efforts

President Qasym-Jomart Toqayev has appointed Asset Irgaliyev as Chair of the Agency for Strategic Planning and Reforms (ASPR), replacing Zhandos Shaimardanov. The announcement was published on the Aqorda website, Orda.kz reports.
Interestingly, in September 2023, Shaimardanov succeeded Irgaliyev in the same role. A year and a half later, the two have effectively swapped positions. Both are Western-educated economists with experience in finance and leadership roles in Kazakhstan’s quasi-state sector.
What is Asset Irgaliyev Known for?
Born in Kostanay, Irgaliyev studied at KIMEP University, Jönköping International Business School (Sweden), and the Universities of York and Nottingham (UK). He also holds a PhD in economics from the University of London.
His career began at the European Bank for Reconstruction and Development (EBRD) in London before transitioning to government roles in Kazakhstan. He has served as Chair of the Institute of Economic Research JSC, an advisor to the Prime Minister, and Vice Minister of National Economy.
In January 2021, at age 35, he became the youngest minister in Kazakhstan’s government when he was appointed Minister of National Economy.
As Minister of National Economy, Irgaliyev faced public scrutiny, particularly over his comments on inflation and living standards. In November 2021, he avoided directly answering how much income a Kazakh family of four would need to live comfortably amid rising inflation.
When he later stated that 220,000–230,000 tenge ($500) was sufficient, many questioned his perception.
Meanwhile, in June 2021, he publicly shared that he dedicated 1.5 hours daily to improving his Kazakh language skills with a tutor.
In the Majilis, Irgaliyev faced criticism from then-Speaker Nurlan Nigmatullin over a proposed bill on regulatory policy in entrepreneurship. Nigmatullin rebuked him, questioning his expertise:
Asset Armanovich, what kind of Minister of National Economy brings such an unprepared and disconnected bill? You wrote this document completely out of touch with the economy, Mr. Minister.Nigmatullin said at the time.
Now, as head of ASPR, Irgaliyev will be responsible for shaping and implementing Kazakhstan’s economic reforms.
