Aq Jol MPs Demand End to Officials' Raiding

The leader of the Aq Jol parliamentary faction, Azat Peruashev, addressed a parliamentary inquiry to the Prosecutor General. He asked to pay mind to how officials take businesses from entrepreneurs, Orda.kz reports.
Azat Peruashev noted that various entrepreneurs contact the party, speaking of officials' abuse of power.
They claim high-ranking civil servants are engaged in property redistribution and raider takeovers.
One of the most egregious examples is the case when the Akimat of the Saryagash District in the Turkestan Region, under the pretext of returning Bolat Nazarbayev's assets, took away from neighboring entrepreneurs part of the sanatorium facilities that were purchased as a single lot at an open auction of the Ministry of Finance in 2017. At the same time, it returned the facilities to the company of Bolat Nazarbayev himself. But the facilities of the bona fide business remained confiscated, as a result of which the sanatorium suffered losses of two billion tenge, said Azat Peruashev.
The deputy says there are many similar cases.
KTZ through the court obliged TOO "ANGRENSOR Ltd" to transfer gratuitously the building and railway tracks at the Atygay station of the Pavlodar region, built by this LLP in 2011 at a cost of more than 1.5 billion tenge. A similar case occurred in the Mangystau region, where the Ministry of Transport, not even through court, but by its own order, made a decision to include the access railway tracks, which since the 90s belonged to JSC "Qasqor-Transservice", in the list of KTZ main networks and their transfer to state ownership gratuitously, The Majilis member says.
He recalled that Article 6 of the Constitution requires equal state and private property protection.
Only a court decision allows for the taking of property. Compulsory alienation of property is permissible only in the case of state needs with compensation for its value per Article 26 of the Constitution.
But in all the cases we have indicated, there are no criminal cases, nor is there compensation for the confiscated property. At the same time, raiders sometimes refer to actions to return illegal assets of odious figures of Old Kazakhstan and oligarchs associated with them, Azat Peruashev clarified.
Deputies of the Aq Jol faction called on the government and the Prosecutor General's Office to pay the closest attention to illegal property redistribution, protect bona fide businesses, and stop officials from violating entrepreneurs' legal rights.
