Almaty To Check New Buildings For Disability Access

Kazakhstan’s new Construction Code will come into force on July 1, tightening control over accessibility in new buildings for people with disabilities, Orda.kz reports.
About 60,000 people with disabilities live in Almaty. Murat Muratbekov, head of the Almaty department of the Committee for Regulation and Control in Social Protection, said this at a briefing.
According to him, territorial departments of the committee will now take part in signing declarations confirming that facilities meet accessibility requirements. Muratbekov said this should strengthen control over whether new buildings are actually adapted for people with limited mobility.
We will pay special attention not only to the presence of ramps, but also to their quality, as well as access to entrances, sanitary facilities, elevators, tactile indicators, and other elements of a barrier-free environment,Muratbekov said.
According to him, facilities that do not meet accessibility requirements will not be commissioned.
Officials also presented the results of inspections of existing facilities. Since the beginning of 2026, 45 social infrastructure sites have been checked in Almaty. Orders to eliminate violations were issued at 32 of them, while six entities were brought to administrative responsibility.
The total amount of fines reached 2.1 million tenge.
