The incident took place in the village of Qargaly in the Jambyl district. Schoolchildren lured a 13-year-old girl to one of their homes, stripped her naked, filmed her performing what seems to be sexual acts on their phone, and then sold the footage to a pornographic Telegram channel, reports an Orda.kz correspondent.
This allegedly happened around the 20th of September, but it became public knowledge a few days ago when the video was leaked to an adult, causing public backlash.
The victim is an orphan with a mental disability. She lived with relatives and had a legal guardian, who is said to have no time to look after her.
Eight people, including four girls, are suspected of committing the act. One allegedly came up with the idea.
An Orda.kz correspondent met with the principal of School No. 3 in the village of Qargaly.
I found out about it on October 13th. A parent came to see me and told me, and I was shocked. I'd never seen children do anything like that. I immediately called the children's parents. It turned out they already knew. I also spoke with the children themselves — they were all blaming each other. The affected girl doesn't have parents, but she has a relative who is her guardian. This woman goes to work in Talgar and returns at 11 a.m. And she has no way to properly supervise the girl, said Gulzar Serazhdinova.
That same day, the principal reported the incident to the local police department and filed a complaint.
Police identified all those involved — all aged 10 to 15, students in grades 4 through 9. They also questioned their parents. A criminal case was opened under Article 124 ("Corruption of persons under the age of sixteen").
Other students' parents later came forward, demanding that the children involved be barred from school. Even though they had already been transferred to distance learning during the investigation.
Their expulsion from school, or transfer to special institutions, such a decision can only be made after the investigation and trial are complete.
The following day, some parents invited a blogger. This woman entered the school and began shouting that the school administration was trying to hush everything up and that three grown men were involved in the incident.
The parents of the students in question informed the principal that they were receiving threats from village residents, threatening to burn down their houses.
Psychologists immediately began working with the victim. I personally visited her on Monday and Tuesday. Yesterday, she was taken to Qonayev for an examination. Judging by the video, there was no actual sexual assault, no penetration. The victim herself also confirmed this. It was staged. However, the investigation will determine the true course of events, the director concluded.
The editors have the video that confirms the director's statements.
However, we are not publishing it for ethical reasons.
The video was made on September 21st. They sold it to some Telegram channel and received 45,000 tenge. No other videos were found. But we're sure this happened more than once, and it all started back in the summer. Now, those involved in these actions claim the girl herself was okay with it. But we don't believe it. We've demanded that those involved in the incident be suspended from school because other students have threatened to hang them, An activist from the school's parent committee named Saida reported.
Saida and her colleagues are demanding that the victim's relatives be stripped of their guardianship. They are not providing any care for the girl, despite receiving benefits.
The guardian reportedly works long hours.
We don't blame the school. When the principal found out, she immediately called child protection services and the police. But the girl's guardians seemed irresponsible. We want the girl transferred to the Adaptation and Rehabilitation Center and then sent to an orphanage. Then the state will be her guardian and will be able to protect her from abuse. That way, she'll be better off, Saida said.
An investigation is currently underway. The police department in the neighboring village of Uzynagash is handling the case.
