Aliya Nazarbayeva's Company Increased Commission for Railway Tickets
For almost a year, Kazakhstan Temir Zholy has been trying to terminate the contract with Instant Payments. The youngest of the ex-president's daughters remains the founder of this company. During this time, the company has already raised tariffs twice.
Back in March, the national company announced that it had decided to terminate a nine-year contract with Aliya Nazarbayeva's company, which receives money for every ticket sold. But it's February, and the matter has not made much progress. Kazakhstan Temir Zholy JSC still needs new suppliers for the sale of electronic tickets. While the company was thinking about how to solve the issue, Instant Payments LLP increased the commission to 46.65 KZT.
The management of "Kazakhstan Temir Zholy" decided to hold a tender and find a new company that will provide services in the field of electronic ticketing. This idea, unfortunately, went to waste. In the technical specification, specialists prescribed the presence of certificates for the fiscalized computer system (FCS) "Mobius" as mandatory. The term of such documents should have also been three years. Although the software under licensing conditions at that time belonged to a national company, Instant Payments remained the owner. Such certificates could also be issued only after training in the company.
An organization affiliated with Instant Payments, Sanaly Systems LLP won the tender. Pavel Pronin, who previously held high positions in Aliya Nazarbayeva's organization, works as a developer in this company. The national company decided to cancel the results of the tender and still turn to fintech and IT companies to directly connect them to the electronic ticketing system.
2.6 KZT
At the beginning of April 2022, aggregator companies received a message about an increase in the commission from 44.8 tenge to 46.65 tenge. Before that, they received a similar letter at the beginning of the year.
In December, aggregator companies received a new notice. On January 1, the commission amounted to 47.4 KZT. In other words, while KTZ is figuring out how to terminate the contract definitively, Instant Payments has been raising the commission.
The explanation is the increase in tariffs in the national company itself. A source told Orda that the aggregator companies received the corresponding letter and have been paying a commission for each ticket sold for a month. Aliya Nazarbayeva's LLP explained the increase in the commission amount by increasing tariffs in the KTZ branch, the Directorate of Automation and Digitalization.
The LLP increased the payment for each online railway ticket sold by 2.6 KZT in the span of a year.
The youngest daughter of the ex-President of Kazakhstan Aliya Nazarbayev celebrates her birthday on February 3. Orda's Investigation Department decided to calculate how much her company received for its percentage when selling electronic tickets.
According to JSC NC "KTZ", 8,543,909 tickets were sold in the five months of 2022. 70% of them were sold online using Instant Payments. If we take into account these figures, then from January 1, 2023, Aliya Nazarbayeva received an average of 63.5 million KZT only for a commission when selling railway tickets.
