Akashi and TsARKA Team Up to Build Central Asia’s Highest-Security Data Hub

Akashi Data Center and the Center for Analysis and Investigation of Cyberattacks (TsARKA) have signed a strategic memorandum to develop Central Asia’s first comprehensive cybersecurity standard for protecting critical information and communication infrastructure, Orda.kz reports.
The agreement combines the resources of Akashi Data Center — a high-security data facility under construction in Astana — with globally recognized cybersecurity technologies.
The goal is to create a trusted digital environment that meets strict international requirements and serves as a secure platform for global tech companies entering Kazakhstan's market.
A key outcome of the partnership will be the launch of an advanced backup and protection system for critical infrastructure. The system is expected to set a new benchmark for reliability and technological resilience in the region, amid rising cyber threats and increasing demands from international corporations.

said Akashi Data Center CEO Vladislav Minkevich.
He added that the plan includes attracting major players, including Amazon and Microsoft, to Kazakhstan.
"Our partnership with Akashi lays a strong foundation for cyber resilience — the ability to withstand modern threats and quickly recover from incidents," said TsARKA president Olzhas Satiev.
The memorandum is considered a strategic step in Kazakhstan’s broader effort to become a regional technology hub.
The construction of a Tier IV data center in Astana — the highest standard of reliability — aims to address the country’s shortage of computing capacity and attract global tech firms. The capital was selected due to its ecosystem advantages, including Astana Hub, the AIFC with tax incentives, advanced logistics, and a strategic geographic location.
Tier IV certification means the data center will maintain full operation even during equipment failures or maintenance, with redundant systems in place to ensure uninterrupted service.
TsARKA is the largest cybersecurity services provider in Central Asia and the national center for cyberattack investigation.
In June, the personal data of over 16 million Kazakh citizens was leaked online, the most significant incident of its kind in recent years.
