Abilseit Rabayev, who previously led the Shymkent construction department, has been appointed deputy akim of the city of Turkistan, Orda.kz reports.
In 2013, Rabayev’s name gained national attention when, as head of the South Kazakhstan region's passenger transport and highways department, he was arrested by the financial police.
Investigators alleged that a section of the Koksayek–Aksu–Shayan–Mynbulak road, which did not require repairs, had been unlawfully included in the budget request.
According to the investigation, 131 million tenge was withdrawn from the budget for work that was not carried out. The case comprised 35 volumes, with around 70 witnesses testifying. Rabayev spent nearly a year in custody.
However, in May 2014, the court acquitted him.
Following this, Rabayev resumed his official career, once again heading the regional administration. He has now assumed the post of deputy akim of Turkistan.
