731 Million KZT: Non-existent Buildings “Built” in Kazakhstan

Kazakhstan will tighten control over budget investment projects in the construction sector after one region spent more than 700 million tenge on constructing nonexistent buildings, Orda.kz reports. 

According to the Supreme Audit Chamber, amendments to the Regulations for Budget Execution and Cash Management were made on September 25. Now, the state will supervise construction projects with an estimated cost of one billion tenge. Prior to the changes, financial oversight over construction projects started at two billion tenge.

The change will come into effect on January 1, 2025.

Following an audit in the Pavlodar region, it was decided to tighten supervision over construction projects. In this region, 731 million tenge was paid from the budget for work that no one actually carried out.

The Pavlodar construction department made payments to the contractor based on acts for which payments had already been made previously, the SAC noted.

The Ministry of Finance has been instructed to oversee more construction investment projects implemented via the budget.

In August, an audit revealed that the Ulytau region's entire budget was less than the amount allocated to NIS over five years.
