Orda.kz Reconstructs Perizat Kairat’s Charitable Network and Public Activity
The trial of Perizat Kairat, former head of the Biz Birgemiz Qazaqstan 2030 charitable foundation, is ongoing in Astana.
She is accused of embezzling funds intended for charitable purposes. During court proceedings, the names of prominent individuals have been mentioned.
Orda.kz reviewed social media activity and public records.
Foundation Background
The Biz Birgemiz Qazaqstan 2030 foundation was officially registered on October 21, 2021, by members previously involved in the BizBirgemiz volunteer movement, created during the COVID-19 pandemic.
Perizat Kairat had already led the movement for several months at the time of the foundation’s registration. She was also active in the Nur Otan party, working on charitable work within its youth wing.
Shortly after its registration, the foundation hosted a charity event where boxing gloves signed by Gennady Golovkin were auctioned, and apartments were distributed to families.
Charity Event and Donations
In honor of the holiday of December 1, the Day of the First President of the Republic of Kazakhstan and the 30th anniversary of our Independence, we decided to hold a charity evening to become a support for people with disabilities. Under the motto 'The generous will not become poor' with a kind heart, the team of the nationwide movement BizBirgemiz and the community of volunteers, noted for their work, united on the path of good,Perizat Kairat wrote in a post about the charity concert.
The post states that at the charity event, keys to apartments were given to three families, mentions the rehabilitation center in one of the episodes of Kairat's criminal case, and names the amount that was raised that day.
Thanks to such merciful, magnanimous and generous people like you, 48,360,000 tenge were collected at this evening, and my compatriot, the noble developer @moldirmensulu, Moldir khanym, donated an office space of 300 square meters in a new residential complex. The market value of the gift is estimated at no less than 100 million tenge, Kairat wrote.
Moldir Khanym is the owner of MM Group Stroy Moldir Suyunshali. Other donors included construction company owners Gabit Satmagambetov (GPark) and Asel Zholmukhanova (SolarA).
SolarA representatives later testified in court that they purchased Golovkin’s gloves for 10 million tenge and are now seeking reimbursement.
The fund was not tagged in Kairat’s post, and the foundation’s official Instagram activity was sparse, with a significant gap between September 2022 and April 2024.
Activities and Sponsorship
In September 2022, the foundation responded to forest fires in the Qostanay region by delivering 20 tons of aid. Kairat credited companies like MM Group Stroy, SolarA, MEGA-AGAT, Q Group, and the retail chain Magnum.
Yesterday, September 3, at 22:00, having heard about the worsening situation, we immediately took action. Together with volunteers from the BizBirgemiz public foundation, we were busy purchasing and collecting humanitarian aid until the morning. In the morning, we sent 20 tons of humanitarian aid to the region. This includes food for children, diapers, and hygiene products, the post says.
She thanked Magnum’s owner, Azamat Osmanov, specifically.
However, financial reporting from the foundation was inconsistent, and court testimony indicated a lack of transparency.
In December 2022, the foundation co-organized the "Biz Birgemiz Fest" in Astana, co-organized by the city’s administration. Dimash Kudaibergen and other prominent figures performed there that day. Senate Speaker Maulen Ashimbayev also attended.
Our foundation has been helping people with disabilities for three years. They are very talented, and we just need to help develop their abilities. Today's event was made possible with the support of our sponsors. And all proceeds from ticket sales will go toward purchasing equipment for the medical center. The President has repeatedly emphasized in his speeches that people with disabilities and ordinary people should have equal rights. We agree with these statements, the press service of the Akimat quotes Perizat Kairat.
Later Initiatives and Flood Donations
In 2023, the foundation turned its attention to Gaza relief efforts. Court records from July 15 revealed details about significant donations and claimed connections to the UAE royal family.
In April 2024, large transfers were made to support flood victims. Kaspi.kz contributed 620 million tenge, and Jusan Bank donated 300 million. Additional donations came from other companies, including a 200 million tenge transfer from Stroykonstruktsiya.
Kazakhstani bank apps also allowed personal donations to the fund. A Forte Bank top manager testified that he transferred over 500,000 tenge. Parents from Nazarbayev Intellectual School donated nearly 1 million tenge.
Kairat claimed 2 billion tenge was raised in total for flood aid.
In May 2024, Kairat announced that the European Development Bank had allocated $1 million to the foundation.
Now our foundation will build houses in villages far from regional centers, where water washed away not only houses, but also livestock and other property, she wrote.
Around the same time, she posted a photo in front of Dubai’s Burj Al Arab hotel.
Simultaneously, IT specialists from Astana Hub were building a website for the foundation, where Kairat promised to publish financial reports.
Big Mentions
Sources told Orda.kz that at least some large donations to the foundation were made following recommendations from influential officials, including one supposedly connected to Aqorda.
Kairat often mentioned high-level figures in her social media posts, usually thanking them for their support.
She quite often thanked Qasym-Jomart Toqayev in genuine displays of politeness and nothing more.
Kairat also thanked Bauyrzhan Baibek, whose name had already been mentioned during the trial. Kairat thanked him for helping to organize that very charity evening in 2021.
She also mentioned that a current presidential aide, Arman Kyrykbayev. He was the secretary of the Nur Otan party from 2019–2022. He came to Aqorda in March 2024 as head of the communications department.
On July 13, 2022, she posted a video of Yerlan Karin interacting with her dog and thanked him for helping with documentation for an international event. Karin has been present in Aqorda since April 2019, when he was appointed to the position of presidential advisor.
And on July 30, she published a post from the International Talent Olympiad held in the USA:
I would like to take this opportunity to express special gratitude to the State Counselor of the Republic of Kazakhstan, Mr. Yerlan Karin. Special thanks for help with documentation and assistance in obtaining a visa in such a short time. Thank you for your trust and support.
Kairat also thanked other figures, including former Culture Minister Askhat Oralov, former Nur-Sultan Deputy Akim Yeset Baiken, and current AMANAT party leaders, for various collaborations.
Baiken was her supervisor in 2021 when Kairat worked as his advisor on social and investment issues. In subsequent years, she continued to express appreciation for his support.
Other Business Activities
Kairat also owns Rebel Flowers, which provided bouquets for returning Paralympians from Paris.
She established ties with influential political and business figures and successfully attracted substantial donations to her charity. At the time, few expected that this would eventually lead to embezzlement charges and a criminal trial.
