No Investments? KazTransOil Revises Tariffs

JSC KazTransOil has set new tariffs, Orda reports.
They will apply to oil transport through the Kenkiyak-Kumkol pipeline to the domestic market.
According to KazTransOil, the new tariffs will be in effect from 2025 to 2029:
- 2025: 3,338.49 tenge for transporting a ton of oil per 1000 kilometers excluding VAT.
- 2026: 3,690.48 tenge per ton per 1000 km.
- 2027: 3,693.05 tenge per ton per 1000 km.
- 2028: 4,202.89 tenge per ton per 1000 km.
- 2029: 3,769.47 tenge per ton per 1000 km.
The Kenkiyak-Kumkol pipeline supplies two of the country's three largest refineries: the Pavlodar Petrochemical Plant, the Shymkent Oil Refinery, along with the Amangeldy Gas Processing Plant.
Kenkiyak-Kumkol is part of the Kazakhstan-China main oil pipeline and has been in operation since 2009.
It has a design capacity of 10 million tons per year.
Kazakhstan-China Pipeline LLP's website has a comment from the company regarding the tariff policy for 2025-2029. It states that the tariff revision is due to the lack of investments that would allow obtaining funds for the development of the oil pipeline from other sources.
The reduction in the level of approved tariffs for 2025-2029 from the current tariff level for 2024 is due to the lack of borrowed funds and a large investment program, the company stated.
If the project to expand the Kenkiyak-Kumkol pipeline is approved, then tariffs on the domestic market will be revised per Kazakhstan’s legislation.
