Kazakhstan’s Public Procurement Hits 5 Trillion Tenge in Q1 2025

Kazakhstan’s public procurement reached 5 trillion tenge in the first quarter of 2025 — 400 billion more than in the same period last year, Vice Minister of Finance Dauren Kenbeil said at a Central Communications Service briefing, Orda.kz reports.
The number of tenders increased from 607,000 to 692,000, while concluded contracts rose from 464,000 to nearly 700,000. Kenbeil attributed the growth to the country’s new public procurement law, which came into effect this year and significantly streamlined the bidding process.
We’ve shortened the bidding period from two months to 10 days, allowing for faster selection of winners, especially for socially important projects. Procedures have been simplified, including recognizing a bid as valid even with a single application, provided it meets requirements. We also introduced anti-dumping measures, stricter qualification criteria for suppliers, and restrictions for companies with wage arrears. All this is done to improve the quality and reliability of procurement,Kenbeil explained.
Despite the increased volume, the number of complaints has dropped from 7,623 to 6,737, which, according to the Finance Ministry, reflects growing stability and transparency in the system.
The new system places a strong emphasis on supporting domestic businesses. Purchases worth up to 50,000 MCI (monthly calculation index) are now reserved exclusively for Kazakhstani small and medium-sized enterprises (SMEs), which also benefit from measures like mandatory advance payments, reduced penalties, and exemption from security deposits.
Procurement is also becoming more automated. In several sectors, winners are now selected using a rating-point system that eliminates human intervention, thereby minimizing corruption risks.
All government, quasi-government, and Samruk-Kazyna purchases are now conducted on a unified platform — part of the Finance Ministry’s broader goal of creating an integrated national procurement system.
