Journalists Uncover Nazarbayev’s Secret Elite Dacha in Moscow

Nursultan Nazarbayev used an elite state-owned dacha in one of Moscow’s most closed and privileged districts — Vorobyovy Gory — according to an investigation by the independent outlet Proekt, Orda.kz reports.
The residence is located at 2 Kosygina Street, a territory closed to the public.
Entry is restricted with “No Access” signs, and the entire area is guarded and administered by Russia’s Federal Protective Service (FSO).
Vorobyovy Gory is not just an upscale neighborhood; it is a historical enclave reserved for the country’s highest-ranking officials. State dachas began appearing there in the 1950s. Members of the CPSU Central Committee lived in the area, Nikita Khrushchev had a residence there, and visiting foreign leaders — including Fidel Castro — stayed at these houses.
Today, the district remains under full control of the FSO’s Property Management Department. It is an enclave for those close to the Kremlin: senior officials, major businessmen, security elites, and foreign VIP guests.
House No. 57, for example, was assigned for years to Roman Abramovich. Around it are the residences of other influential personalities, including one of the largest dachas overlooking the Moscow River and Luzhniki Stadium.
Nazarbayev’s residence is one of the older FSO-managed buildings rented at official state rates, but Proekt notes that the real cost of living there is significantly higher.

Sources told journalists that residents typically pay two types of fees — official payments to the FSO and additional informal payments collected by agency personnel.
According to the investigation, residents of such dachas spend on average 3.1 million rubles per month. The real market value of these properties is impossible to assess, since no similar real estate exists in the open market.
The buildings themselves are often modest and dated — “more like a Soviet sanatorium,” as one source put it — but the location represents access to the Kremlin’s inner circle.
Status, not comfort, is the primary currency.
The allocation of homes in this district is approved personally by Russia’s president, while the Kremlin Chief of Staff oversees candidate selection.
Those granted residences include some of the most powerful figures in Russian politics and business: Sergei Shoigu, Valery Gerasimov, Anton Vaino, Suleiman Kerimov, Roman Abramovich, Gennady Timchenko, Dmitry Mazepin, and Musa Baysarov.
Nazarbayev used the dacha during visits to Moscow. According to Proekt, the very fact that such an exclusive residence was assigned to him illustrates the degree of trust and high regard he enjoys from Vladimir Putin.
Separately, former Gazpromneft co-owner Shalva Chigirinsky previously claimed in an interview with Yuri Dud that Nazarbayev’s entourage once attempted to purchase a luxury villa on the French Riviera for him.
He says he was offered around half a billion dollars for the property.
