Former Special Prosecutor Olesya Keksil Named as Suspect in Torture Case

Kazakhstan’s Prosecutor General’s Office has officially confirmed that Olesya Keksil, former head of the Special Prosecutors Service, is under investigation in a case involving the alleged use of torture, Orda.kz reports.
Unofficial reports had previously linked Keksil to the same case as former anti-corruption official Talgat Tatubayev. On July 14, the Prosecutor General’s Office briefly confirmed that this information was accurate.
According to preliminary data, the case concerns the alleged torture of former BTA Bank employees. The investigation stems from broader inquiries into the use of unlawful methods by members of Kazakhstan’s former anti-corruption agency.
Keksil led the Special Prosecutors Service from 2018 and worked closely with then-senior officials Talgat Tatubayev and Kairat Kozhamzharov. During her tenure, she oversaw several high-profile cases, including those involving former Prime Minister Serik Akhmetov and ex-Minister of National Economy Kuandyk Bishimbayev.
As previously reported by Orda, several former top officials from the financial police have been detained in connection with the case, including Tatubayev and former head of the investigative department Baurzhan Muzhikov.
The investigation is proceeding under the criminal article concerning torture.
