Axios: Trump Administration Holding Secret Talks With Russia on Ukraine Peace Plan

The Trump administration has been quietly developing a new framework for resolving the war in Ukraine and has been in direct contact with Russian officials, Orda.kz reports, citing Axios.

The draft agreement reportedly includes 28 points covering four areas: ending the conflict, security guarantees, broader European security, and future U.S. relations with Russia and Ukraine.

It is unclear how Ukraine and Europe will perceive the framework.

Trump’s special envoy Steven Witkoff is leading the effort and has held several rounds of talks with Kirill Dmitriev, head of the Russian Direct Investment Fund.

Dmitriev said the discussions — most recently held over three days in Miami — aim to build on ideas Trump and Putin discussed during their meeting in Alaska and to produce a document that addresses Russia’s security concerns and long-term stability in Europe.

According to the report, Washington has begun briefing Ukraine and European allies on the proposal and believes there is a realistic chance of securing their support, though major questions — particularly about control of occupied territories — remain unresolved.

A planned meeting between Witkoff and President Volodymyr Zelenskyy in Türkiye has been postponed, Ukrainian and U.S. officials said.
