Toqayev Outlines Core Reform Initiative at Justice Forum

President Qasym-Jomart Toqayev addressed participants of the international forum on constitutional justice, “Peace and the Future Through Law,” recalling points from his September address to the nation, Orda.kz reports.

Attendees included Claire Bazy Malory, President of the Venice Commission; Mohammed Hamad Mohammed Al Badi Al Zahri, Chief Justice of the UAE Federal Supreme Court; Luke Malaba, President of the Conference of Constitutional Jurisdictions of Africa; and Bayasgalan Gungaa, Chair of Mongolia’s Constitutional Court.

One key topic was Kazakhstan’s political, economic, and constitutional reforms. Toqayev discussed his plan for parliamentary reform, which drew attention when he recently proposed abolishing the Senate.

To be frank: the essence of the reform is to strengthen the institutional foundation of our political system. The issue of establishing a parliamentary republic is not on the agenda. Our key model of ‘a strong president, an influential parliament, and an accountable government’ remains in place. And the proposal to hold a national referendum demonstrates the consistency of this principle. We must make only consolidated decisions on matters concerning the country’s future. That is why I always announce upcoming political plans,
 Toqayev said.

He added that this principle also applied to the planned referendum on building a nuclear power plant in Kazakhstan.
