Samruk-Energo Head Comments on Expected Construction of Russian Thermal Power Plants in Kazakhstan

Thermal power plants in Kokshetau, Semey, and Okesmen remain in the design phase, and full-scale construction is not expected to begin until the end of the year, Orda.kz reports.
Chair of the Board of JSC Samruk-Energo, Kairat Maksutov, provided an update on the progress of three thermal power plant projects, which are part of an intergovernmental agreement with Russia.
The design and estimate documentation is currently being prepared. The design stage has not yet been completed, it has not passed the examination, we cannot talk about the cost yet,
Maksutov reported.
Although agreements have already been signed, active construction has not started. According to Maksutov, work at the Kokshetau site is still in the preparatory phase:
We will continue this summer. The active phase of construction will begin at the end of the year and already in 2026.
A memorandum on the construction of the thermal power plants was signed by Toqayev and Putin in 2023.
At the time, Roman Sklyar stated that Kazakhstan had to turn to Russia due to the outdated condition of its existing thermal power infrastructure.
