President Toqayev Signs Laws on Administrative Offenses and Civil Service Reform

On January 10, Qasym-Jomart Toqayev signed two important laws amending Kazakhstan's legislation. The first law, "On Amendments and Additions to the Code of the Republic of Kazakhstan on Administrative Offenses," introduces community service as a new alternative punishment to monetary fines for minor offenses.
The amendments, which the Senate approved in December 2024, allow for community service to be applied under 11 articles of the Code of Administrative Offenses, with local authorities overseeing the work.
The second law, "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Civil Service Issues," focuses on modernizing the civil service system and improving law enforcement agencies. It establishes a digital rating system to evaluate candidates' competitiveness for law enforcement positions, which will be considered during the selection and promotion.
Additionally, law enforcement officers seeking promotion to higher management positions must undergo unscheduled certification.
