Majilis Reviews Bill on EAEU Customs Code Changes for E-Commerce

The Majilis has reviewed a bill on the ratification of a protocol amending the Customs Code of the Eurasian Economic Union (EAEU), Orda.kz reports.

The Finance and Budget Committee issued a positive conclusion and recommended the bill for adoption.

The proposed amendments introduce a new category within the EAEU — e-commerce goods, referring to items ordered from international platforms such as AliExpress and Amazon. These will now be processed separately from goods for personal use.

A key change is the introduction of e-commerce operators — designated postal companies responsible for customs declaration, delivery, and coordination with both online retailers and customs authorities.

The creation of operators will allow all such orders to be taken into account and statistics to be compiled. They will be responsible for declarations and possible errors,
the committee stated.

The bill also introduces a new type of declaration that covers the full volume of online orders.

While individuals will still be exempt from duties within current limits (200 euros and 31 kg), a declaration will be required. Orders exceeding the limit will be subject to VAT and a 5% customs duty.

The protocol was signed by the President of Kazakhstan in December 2023. The changes aim to simplify trade, improve transparency, and standardize conditions for all e-commerce participants in the EAEU.
