Interior Ministry Open To Easing Liability for Returnees From Foreign Conflict Zones

Kazakhstan may change the wording of an article in the Criminal Code and reduce the liability of returning citizens for participation in foreign conflicts, Orda.kz reports.
Earlier, AMANAT deputy Zharkynbek Amantayuly decided to advocate for Kazakhstanis fighting for money and raised the issue in the Mazhilis. He drew attention to the rising number of participants in foreign armed conflicts.
In particular, 23 cases were registered in 2023, 36 in 2024, and 141 cases in 2025. In 2025, 26 citizens were convicted in registered cases. This indicator shows that the escalation of military conflicts worldwide has led to increased manipulation in involving citizens of Kazakhstan in them.he said.
The deputy proposed reconsidering the approach to such cases and reducing responsibility for those who did not participate in terrorist organizations, did not commit war crimes, and voluntarily returned to the country.
In response to the request, the Ministry of Internal Affairs indicated that, on behalf of the president, they are now working on new versions of the Criminal and Criminal Procedure Codes.
Currently, the Ministry of Justice is developing new editions of the Criminal and Criminal Procedure Codes. The issue of developing a comprehensive state program for the social rehabilitation of these persons could be considered together with the Ministry of Labor and Social Protection of the Population.states the answer signed by the head of the ministry, Erzhan Sadenov
The Ministry of Internal Affairs added that they are ready to join the discussion of amendments if the government or deputies introduce them.
