How the Deputy Head of Police in Jambyl Region Ended Up Under Investigation

Recently, the Orda.kz editorial office learned about the arrest of the deputy chief of police of the Jambyl region, Zhaydarbek Kuttybayev, who oversaw personnel matters.
Sources explained what happened.
It turned out that complaints had been filed against the deputy chief, alleging he made improper personnel decisions regarding subordinates. The case involves a traffic officer from Qaratau named Darkhan Ualiyev.
The inspector reportedly stopped the son of a local deputy, though the exact reason is unclear. The deputy’s son complained to the police department about the “illegal actions” of the officer.
Ualiyev tried to hush up the situation through the head of the Talas district police department, Yerken Abayev. When the issue was not resolved, he wrote a statement against Abayev and his supervisor, deputy head of the regional police, Zhaydarbek Kuttybayev. Soon Ualiyev himself was fired ‘for negative reasons,’sources said.
According to the investigation, it was Abayev who contacted Kuttybayev to “resolve the issue.” The correspondence was between Abayev and Ualiyev, and Kuttybayev himself does not appear directly in the dialogue.
Nevertheless, after a two-month investigation, Kuttybayev was suspended and later detained.
Meanwhile, Abayev's whereabouts are unknown; he has been declared wanted.
Sources say that at the start of the investigation, the Interior Ministry’s internal security demanded that Kuttybayev file a resignation letter. He refused, and this became a turning point. Now he has been charged with fraud.
Kuttybayev is not the only high-ranking security officer under investigation. Another deputy, Colonel Orazaly Kudabayev, who headed the police department’s division for combating extremism, was also arrested.
After these high-profile arrests, the chief of police of the Jambyl region, Bakytzhan Malybaev, submitted a resignation letter.
