Court Dismisses Bishimbayev’s Attempt to Lower Child Support

Kuandyk Bishimbayev, the former Minister currently serving a sentence for homicide, attempted to reduce his support payments by claiming he has no income while in prison.
However, the Astana court dismissed his request, finding his claims of financial hardship unconvincing. Orda.kz took a closer look at what Bishimbayev might be earning — and what assets remain under his name.
As previously reported, the court rejected Bishimbayev’s petition to lower the payments he owes for the support of his three minor children.
The court’s press service provided additional details behind the ruling.
Bishimbayev had asked the court to revise the terms of a notarized agreement he signed with his ex-wife in 2020, under which he committed to paying 1.6 million tenge per month. According to the agreement, payments must be made no later than the 20th of each month.
Given this monthly obligation, his estimated income can be roughly inferred. According to Article 139 of Kazakhstan’s Code "On Marriage (Matrimony) and Family," child support for three or more children typically amounts to 50% of the payer’s income.
Bishimbayev’s income would need to be around 3.2 million tenge per month.
However, this figure stems from a private agreement, not a court mandate, meaning his actual earnings could be higher.
The 1.6 million tenge is the amount he voluntarily agreed to pay to his ex-wife, Nazim Kakharman.

His relatives are associated with several businesses, including:
- EZy Park – engaged in real estate rental and management
- Sapa Logistics LLP – provides warehousing and storage services
- Technical Lyceum (Private Institution)
- Alawwal Partners Ltd – a financial services firm
- Success ABN LLP – involved in construction project development
In addition, Bishimbayev’s mother and sister reportedly own property in both Astana and Shymkent.
