Petropavlovsk Authorities to Take Over City Heating Network

The Petropavlovsk city administration is preparing to assume control of the Petropavlovsk Heating Networks LLP from a private company, Orda.kz reports.
According to Petropavlovsk News, the enterprise will be transferred to municipal ownership. The Akimat’s press service confirmed that negotiations are underway, though the terms of the deal and its value have not yet been disclosed.
Petropavlovsk Heating Networks is currently owned by SEVKAZENERGO JSC, part of the Central Asian Power Energy Company (CAEPCO). The controlling stake in CAEPCO belongs to the Central Asian Fuel and Energy Company (CAPEC), whose founders are businessmen Alexander Klebanov and Sergey Kan.
It is Klebanov who makes decisions regarding enterprises associated with the Petropavlovsk Thermal Power Plant No. 2,
the Akimat noted.
Officials say transferring the heating networks to municipal ownership will help reduce infrastructure wear, prevent tariff increases for residents, and make it possible to attract public funding for modernization.
This is strategically important for ensuring reliable heat supply in Petropavlovsk,
the Akimat’s press service stated.
The agreement also provides for the preservation of all employee rights, uninterrupted network operation, and the absence of outstanding debts.
The transfer is expected to be completed by the end of 2025. Once all documents are signed, city officials will issue an official announcement.
Entrepreneurs Klebanov and Kan have previously lost assets in the utilities sector. After the 2022 Yekibastuz heating system incident, which left part of the city without heat and prompted public outrage, the pair sold the local energy company to the city administration for 200,000 tenge.
