Kazakhstan Introduces Fines for Misuse of Artificial Intelligence

Kazakhstan is officially implementing administrative penalties for the improper use of artificial intelligence, following the signing of the new AI law by President Qasym-Jomart Toqayev, Orda.kz reports.

A new article — 641-1, “Violation of the legislation of the Republic of Kazakhstan in the field of artificial intelligence” — has been added to the Code of Administrative Offenses.

The article consists of two main provisions:

Failure to disclose AI-generated content:

Penalties apply when AI owners or users mislead people by not informing them that the content was produced using artificial intelligence.

Harm caused by AI use

Liability arises if the use of AI harms citizens’ health or well-being or results in the creation of false, discriminatory, or otherwise harmful information.

Fines for first-time violations

  • Individuals: 15 MCI (64,875 tenge in 2026)
  • Small businesses / non-profits: 20 MCI (86,500 tenge)
  • Medium-sized businesses: 30 MCI (129,750 tenge)
  • Large businesses: 100 MCI (432,500 tenge)

Fines for repeated violations

  • Individuals: 30 MCI (129,750 tenge)
  • Small businesses / non-profits: 50 MCI (216,250 tenge)
  • Medium-sized businesses: 70 MCI (302,750 tenge)
  • Large businesses: 200 MCI (865,000 tenge)
