FSB Begins Issuing Permits for Oil Shipments via Russian Ports

The Russian Federal Security Service (FSB) has begun granting permits for the transit of Kazakh oil through Russian Black Sea ports, Orda.kz reports.

According to Reuters, which cited four sources familiar with the matter, the FSB started issuing the required documentation after nearly a day-long pause that temporarily affected global oil flows.

The delay disrupted shipments, accounting for roughly 2% of the world’s supply.

The new requirement follows a decree signed by Russian President Vladimir Putin mandating that all foreign tankers receive FSB clearance before entering Russian ports. The measure is seen as part of Russia’s response to the EU’s latest — 18th — sanctions package, which targets the country’s financial and energy sectors.

While Kazakhstan’s Energy Ministry did not confirm interruptions to oil shipments through the Black Sea, it did say that discussions are underway regarding logistical issues at the Ust-Luga port on the Baltic Sea. 

A Reuters source added that the negotiations may involve increased costs for insurance and diving inspections introduced by Russian authorities.
