U.S. Army Secretary Dan Driscoll has arrived in Abu Dhabi with a shortened version of Washington’s proposal to end the war in Ukraine, Orda.kz reports, citing Politico.

Driscoll spent weeks negotiating revisions with Ukraine, coordinated with Europe and Trump’s national security team, participated in the pivotal Geneva talks, and then flew to Abu Dhabi to present the 19-point plan to Russia for the first time.

The updated document now contains “around 19 points,” whereas the original plan included 28.

According to Politico, questions related to Donbas and other territorial issues have been set aside for a direct meeting between U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy.

Zelenskyy confirmed intentions to do so:

"Our team has already reported today on the new draft of steps and this is truly the right approach. The sensitive issues, the most delicate points, I will discuss with President Trump."

Zelenskyy has also said that the Geneva talks produced “solid results,” but “much work still lies ahead.”

Driscoll landed in Abu Dhabi on Monday evening and is scheduled to meet Russian representatives today.

Politico, citing a senior U.S. official, writes that Driscoll will present Moscow with the plan that Washington and Kyiv agreed upon during negotiations on Sunday.

Financial Times and Reuters reported that the Abu Dhabi talks were part of a broader series of quiet U.S–Russia contacts. According to Reuters, these discussions were held in parallel with intensified missile strikes on Kyiv, and involved both American and Russian officials exploring possible frameworks for a ceasefire.

The Kremlin, however, insists no formal negotiations have taken place yet, stating it had nothing to say yet about reports of the Abu Dhabi meeting.

Currently, the only substantive thing is the American project, the Trump project. We believe that this could become a very good basis for negotiations." Kremlin spokesman Dmitry Peskov said.
