Minister Details Financing for New CHPPs in Three Cities

Energy Minister Almassadam Satkaliyev detailed plans for constructing combined heat and power plants (CHP) in Kokshetau, Semey, and Oskemen, as well as potential financing options, reports Orda.kz.
According to him, the key factor affecting the stations' cost remains the source of borrowing.
We are working out financing mechanisms for these projects. If it's a commercial loan, the cost will be one amount; if funds come from the National Fund, the conditions will be different. The final sum, including all expenses, will be determined after the project documentation is completed, the Minister said.
In Kokshetau, design work has already begun, and preparatory work at the site has moved to the stage of auxiliary infrastructure construction.
In Semey and Oskemen, the feasibility study is planned to be completed in spring, after which final cost calculations will be announced.
Construction cost is a critically important issue for Kazakhstan, so negotiations with the Russian side are proceeding in a 'tough format.' Samruk-Energy, as the country's representative in these projects, has received corresponding directives, emphasized Satkaliyev.
The main financing scenario under consideration is a subsidized loan from the Russian government. This matter remains subject to negotiations, including the volume of possible financing.
The Minister added that given limited financial resources, Kazakhstan will take all measures to ensure the timely construction of new CHP plants, as they are strategically important for the country's energy security.
