Deputy Yermurat Bapi Clarifies Position On Unified Accounting System Project

Majilis Deputy Yermurat Bapi has clarified his earlier statements regarding the Unified Accounting System (UAS) project, acknowledging that the system is state-owned and not influenced by foreign entities, Orda.kz reports.
I reviewed the responses to my parliamentary inquiry and consulted with representatives of the tax authorities. Ultimately, I concluded that the previously voiced concerns about a reduction in tax revenues from legal businesses were not confirmed,
Bapi wrote on his Facebook page.
According to the deputy, the UAS system is designed to combat illegal gambling and will operate fully under state control.
The Operator UAS LLP enterprise was established under the Ministry of Tourism and Sports. It owns all intellectual property rights to the system, while its servers are hosted on the infrastructure of National Information Technologies JSC.
The UAS, launched in pilot mode on August 15, uses artificial intelligence to automatically detect and block illegal gambling websites. Officials say it can block up to 800 websites per day, a process that previously took several months of manual monitoring.
The system will also track bookmaker turnover, identify restricted participants — such as minors or individuals with debts — and monitor transactions for compliance with anti-money laundering and counter-terrorism laws.
Bapi added that upcoming legislative amendments will require licensed bookmakers to allocate 3% of their turnover to three national funds: Kazakhstan Halkyna, SportQory, and the National Olympic Committee Fund —each receiving 1%.
These measures will help bring the market out of the shadows and direct part of the revenues toward sports and social projects,
the deputy said.
He also retracted his earlier allegations that the project involved individuals connected to foreign or sanctioned companies, stating that these claims were not substantiated.
Earlier, some representatives of the betting industry had expressed concern that the UAS might replicate the 2020 Betting Accounting Center model, a private initiative that was shut down following a corruption scandal.
However, the new UAS operates as a state-owned system with similar technical capabilities but under direct government oversight.
