Kazakhstan: President Signed Water Code

The initial package of amendments to the Water Code introduces new tools for conserving water and protecting the country’s water bodies, Orda.kz reports, citing Aqorda.

For the first time, the concept of “water security” has been formally included in legislation. It encompasses safeguarding citizens and the national economy from water shortages and pollution, and defending Kazakhstan’s interests regarding the protection and use of transboundary water resources.

The second set of amendments revises water resource management strategies. It emphasizes prioritizing environmental protection, involving the public in decision-making processes, and basing management practices on water basin systems.

The third block introduces measures to prevent and mitigate harmful effects, focusing on flood control and disaster preparedness.

The fourth block strengthens government oversight of water use and protection. Basin water inspectorates will now be granted state supervision powers, including tools for rapid intervention.

The fifth and final section targets the safety of hydraulic structures, introducing regulations to enhance their resilience and reliability.
