Japarov Sends Back Bill Removing Penalties for Polygamy

Kyrgyz President Sadyr Japarov has returned a draft law to parliament, demanding the removal of a controversial clause that would have decriminalized polygamy, Orda.kz reports.

In June 2025, the Jogorku Kenesh approved amendments to the Criminal Code that would have repealed Article 176, which provides for imprisonment or fines for polygamy and bigamy. The proposal, authored by MPs Azygaliev and Sakkaraev, stipulated that such marriages would remain invalid under the Family Code but would no longer be subject to criminal penalties.

Japarov, however, insisted on keeping the punishment, a position supported by the Prosecutor General’s Office, the Ministry of Justice, and the ombudsman.

Legal experts had warned that removing penalties could lead to a rise in unregistered marriages, leaving women and children without adequate legal protection.
